生年不明〜文明十二年（1480）
最上家６代当主。最上満家の三男。文明六年（1474）兄・最上義春の死去に伴い家督を相続、山形城主となる。義春の菩提寺として龍門寺（山形市北山形）を創建した。跡継ぎの男子が無いまま死去。自身の菩提寺は松岩寺（山形市錦町）である。
