生年不明〜没年不明
白鳥十郎長久の弟と伝わる。地元の伝承では、長久が最上義光に討たれた際に、名字を長久の奥方の名字である齋藤に変えたという。文禄年間に義光の四男・山野辺光茂（義忠）に仕え、城代家老となった。
